High-quality higher education is necessary for the development of human capital, and is one of the most important factors for a country’s social and economic development. Given the country’s current technological advancement, a dynamic workforce with knowledge and skills is needed. Therefore, improving Bhutan’s access to fair and quality higher education is a top priority. In addition, the country is in need of experienced consultants to safely guide the students.

For these reasons, the Department of Adult and Higher Education, Ministry of Education was established. It has the important power to ensure a strong higher education system in the country. It is a regulatory agency to handle all matters related to higher education in the country through the support of Bhutan Accreditation Council (BAC) and the Registrar for Tertiary Education.

BACKGROUND

The two primary Education Policy Objectives of the 9th Plan (2002-2007) were:

  1. Establish a higher education system under the guidance of a national university, and
  2. Increase the overall literacy rate to 80% and establish a system of continuing lifelong education opportunity.

The Ministry of Education was formed from the erstwhile Ministry of Health and Education. It is responsible for carrying out necessary tasks to fulfill these goals. 

DAHE, one of the major departments under Ministry of education

As one of the departments, the Department of Adults and Higher Education has the authority to supervise all aspects of higher education, non-formal education and adult education. The department performs these tasks together with four departments, namely:

 (1) Higher Education Planning Division,

 (2) Non-formal and Continuing Education Division, 

(3) Quality Assurance and Accreditation Division, and

 (4) Scholarship and Student Support Division. 

The tasks of this department are collectively aimed at promoting the effective provision of adult and after-school services. The department is working hard to achieve the following vision, mission, core values ​​and goals:

Role and Responsibilities of DAHE

DAHE honours six graduates who have excelled in academic abroad

 Listed below are the highlights of the prominent roles played by DAHE.

 a. Prepare and plan for undergraduate requirements with RCSC for requirement in the government agencies and MoLHR for requirement in the private and corporate sectors; 

b. Prioritize scholarship slots for various professional disciplines based on the requisitions received from the two nodal agencies- RCSC and MoLHR; 

c. Implement the undergraduate scholarship slots as per the approval accorded by the Undergraduate Scholarship Steering Committee;

d. Ensure due diligence for the registration, verification and short listing of the candidates as per the eligibility criteria and specific subject requirement approved by the Scholarship Steering Committee;

e. Organize orientation, process admissions and placements of selected students; 

f. Enrol and make arrangements to reach the students to the institutions and collaborate only with recognised institutions

g. Organise activities for clients to experience first-hand information sharing in the form of consultations, seminars, education fair, etc.

h. Work in close collaboration with the QAAD, DAHE, MoE for approvals, visa requirements, etc. In addition, there are other major roles played by DAHE

The significance and objectives of DAHE

A modern, global school for a modern, global academic experience.

The primary reason for establishment of DAHE is to meet the country’s demand for qualified talents. Inline with improving access and sustainability of higher education,  it aims at improving adult literacy and lifelong learning. With the acceleration of social and economic development, technical and professional skills are essential at all levels. 

The colleges and research institutes of Queen’s University of Bhutan do not provide various technical and professional degree programs that are extremely important to the country’s socio-economic development. Scholarships are implemented in various undergraduate degree programs abroad to meet the growing demand for Bhutan’s flourishing national economy.

Building A Better World ,One Student At A Time

For students and parents, being able to obtain scholarships abroad is a good motivation to study hard and achieve excellent academic results, and for many people, it is the only way to continue higher education abroad because of their inability to afford the cost. 

This is necessary because it not only encourages students to study hard, but also helps to enrich each other’s ideas and knowledge useful for national development. The plan will also improve social justice, because if there is no such opportunity, only those who can afford it will be able to pursue higher studies who may not necessarily be academically strong and the best candidate fit for the programme.

ORGANIZATIONAL STRUCTURE

The Department of Adult and Higher Education, under the supervision ofMinistry of Education provides services related to tertiary education and continuing education programmes with a view to empowering citizens by facilitating provision for access to relevant education.  The dept. is guided by its vision and mission to realize its goal. 

EDUCATION CONSULTANCY AND PLACEMENT FIRMS

Global reach is associated with some of the renowned Universities abroad 

The Education Consultancy and Placement Firms (ECPFs) in Bhutan aims to help students continue their higher education and make informed decisions about courses and colleges/institutes/universities outside Bhutan. They provide guidance and help students register for relevant courses in recognized institutions around the world

Their important task is to support students in choosing appropriate courses and universities, and to identify their abilities, economic reasons and other factors according to the wishes of the clients. 

The Department of Adults and Higher Education (DAHE) of the Ministry of Education (MOE) shall monitor and regulate all services based on the above-mentioned needs of students, which are created in accordance with ECPF guidelines. Therefore, they must comply with the conditions set out in the Code and Memorandum of Understanding (MoU).

The guidelines not only define the tasks of ECPF, but also the responsibilities of DAHE of the Ministry of Education. This is done to protect all parties (educational consultants) involved in higher education for Bhutanese citizens. Therefore, it is important that all participants abide by these guidelines.

ONGOING SCHOLARSHIP STUDENTS

The types of scholarship programmes provided are mainly categorized into three categories; RGOB Scholarships, GOI Scholarships and Ad-hoc scholarships based on the funding source.

His Majesty grants audience to scholarship recipients 

Currently, 783 scholars including bilateral scholarships are studying in 15 different countries (Australia, Azerbaijan, Bangladesh, Canada, Cuba, Georgia, India, Maldives, Malaysia, Sri Lanka, South Korea, Thailand, United Kingdom, United States and RTC, Bhutan) out of 172 in the 2020 cohort. 

Of the current total number of scholarship recipients, 723 are overseas and 60 are domestic, of which 331 have received scholarships from the Indian government, 76 have received ICCR scholarships, and 16 have received bilateral scholarships, the remaining 360 are RGOB scholarships.

DAHE aims at improving the  relevance and quality of higher education. The Department of Adult and Higher Education (DAHE), Ministry of Education (MoE) as the secretariat for Tertiary Education Board (TEB) and Bhutan Accreditation Council (BAC) has the mandate of ensuring sound higher education system in the country and improve efficiency and effectiveness of public service delivery. The education consultancy also plays a crucial part in fulfilling these objectives.
